PROCEDURES FOR OBTAINING A BUILDING PERMIT
Wildland Interface Permit
Before applying for a building permit you must first determine if your project requires a Wildland Interface Permit. Cabins, homes, and recreational properties located near the base of the mountain, on the benches, or on the mountain usually fall into this category. What work requires a building permit?
No building shall be erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted, or demolished unless a permit for each project has been obtained from the Sanpete County Building Department. Failure to obtain the necessary permit prior to beginning work will result in an investigation fee being added to the cost of the permit fee. The investigation fee will be the same as the permit fee, and you will still be charged for the permit. (Double Fee)
Requirements for ALL commercial and residential projects
- Submit two sets of plans to the Sanpete County Building Department for review at least two weeks prior to wanting to start the project. Some plans require engineering – see plan checklist.
- There is a $200 deposit required for all residential plans and $500 deposit required for all commercial plans submitted for the plan review process. The remainder will be collected with the building permit fee.
- If you are building within city limits, you must have approval from the local zoning board prior to submitting your building permit. A completed zoning permit must show the approval of all utilities; power, water, sewer , setbacks and the assigned address.
- If you are building in the unincorporated areas, you must have approval from the County Zoning Administrator. A completed zoning permit must show that all zoning requirements have been met, an approved county address has been assigned and proof of water, power, sewer and road access have been provided.
- If you are building in an approved subdivision in the unincorporated areas, you must have approval from the subdivision association. Proof of power, sewer and water must be provided with your permit application. Check with the County Zoning Administrator for any additional information needed for each subdivision.
- The application, plans, specifications, and other data filed by an applicant for a permit shall be reviewed by the building official. Such plans may be reviewed by other departments of this jurisdiction to verify compliance with any applicable laws under our jurisdiction. If it is determined that the work described in an application for a permit and the plans, specs and other data filed therewith conform to the requirements of the International Residential Code, the International Building Code and other laws and ordinances, and fees have been paid, the building official shall issue a permit.

- Septic Tank Permits are issued through the Central Utah District Health Department located at 20 South 100 West; Mt. Pleasant. Telephone – (435) 462-2449.
- Well Permits are issued through the Utah Division of Water Rights located at 130 N. Main St.; Richfield. Telephone – (435) 896-4429.
- Plat Maps and Legal Descriptions can be obtained from the County Recorders office located at 160 N. Main St.; Manti. Telephone – (435) 835-2181.
- Zoning and Subdivision Ordinances are available at the bottom of this page or at the County Clerks office located at 160 N. Main St.; Manti. Telephone – (435) 835-2131.

BUILDING PLANS
Building plans for new homes and commercial buildings must be drawn to 1/4” scale, minimum 18”
X 24”, and contain the following drawings and information:
- PLOT PLAN drawn on at least an 8 1/2” by 11” piece of paper showing property setbacks, accessory building, power lines, water line, sewer line, and other related information.
- MAIN FLOOR PLAN & STORIES showing dimensions; room designation, window and door sizes and locations; all walls, beams, headers, lintic and girder sizes; roof and floor framing information; kitchen and cabinet layout; appliance and equipment locations; smoke detectors and other relevant information.
- BASEMENT PLAN showing footings and foundation; room designations; dimensions; all walls; beams, headers, lintic and girder sizes; bearing walls; water heater and furnace; floor drains and plumbing; floor framing information and other relevant information.

- * ROOF FRAMING & DETAIL PLAN
- ROOF & TRUSS ENGINEERING; truss engineering sheets must be submitted with plan prior to having building permit issued. This engineering data must state design loads, customer name, suppliers name and engineers name and stamp along with current data engineering.
- EXTERIOR ELEVATION showing exterior views, walls, finishes, doors, windows, grades, and structure below grade, etc.
- WALL CROSS SECTIONS showing stair layout, foundation section and footing, rebar placement, insulation depth and type, roofing, blocking, joist, trusses, and other relevant information.
- * MEC CHECK CALCULATION (contact your mechanical contractor)
- * ELECTRICAL LOAD CALCULATION (contact your electrician)
- * WINDOW, DOOR, HARDWARE AND HEADER SCHEDULES
- * FIREPLACE CROSS SECTION, DETAILS

- SPECIFICATIONS: The type of materials used must be itemized or noted on the plans. Type of joist, plates, studs, concrete, rebar. Also, the manufacturer of products, roofing, and other relevant information.
- A Utah Licensed Engineer Stamp will be required on the following sets of plans:
- Structures built other than conventional frame construction (including log), more than one level, large in size, unusual shape of design, foundation type other than concrete, unusual site conditions, site elevation of 6100’ or higher, and manufactured homes placed on a basement.
*Note: the above requirements may not be all inclusive of the requirements for submitting plans.
REQUIRED INSPECTIONS & INFORMATION
- Inspect footing reinforcement before pouring concrete footings.
- Inspect the foundation wall reinforcement before pouring concrete walls.
- Any other rebar.
- Under concrete floor inspection. (Plumbing)
- Intermediate Inspection (include the four listed below)
- Inspect rough framing and sheathing work.
- Inspect rough plumbing work.
- Inspect rough electrical work.
- Inspect rough mechanical work.
- Notify the building inspector when starting to lay brick, installing of siding, or applying of other exterior finishes.
- Notify the building inspector when starting to apply roofing.
- Notify the building inspector when work starts on any fireplace or chimney.
- Inspect rough drywall before taping and applying drywall mud.
- Inspect water line before back-filling.
- Inspect sewer line before back-filling.
- Inspect power service before meter is set.
- Inspect gas line installation. Gas Line Schematic required.
- Other inspections: masonry, 4’ masonry wall, or bond beam.
- Final / Occupancy inspection.
The inspections listed above may not be inclusive of all inspections required – contact the building official if you have any questions concerning what needs inspection.
GENERAL INSPECTION RULES
- Inspections must be called in 24 hours prior to wanting the inspection.
- Concrete rebar inspections have priority over other inspections; if called in 24 hours prior to wanting the inspection.
- Do Not Cover up anything requiring an inspection – failure to do so will result in removal of covering, or complete condemnation of work.
- All inspection tests are required. (Electrical, plumbing, mechanical, etc.)
- No building can be occupied until final occupancy is passed by the building inspector.
- All site copies of permits and plans must be on the job site during inspections.
- Second reinspection fees will be assessed against the builder, contractor, or owner.
